Are you trying to ping by name or IP number?
Do you get a message like "destination unreachable" ?
If it works by number and not by name you likely have a DNS problem.
If you get destination unreachable messages it is likely a firewall or
routing problem.
If you can browse (HTTP) sites outside of the rogers domain, then it is
likely a firewall problem.
