I really think the vote and nomination process should be announced on the 
general list and repeated once a day until the election process is 
over.  Unless Andrew can verify that most members of the general-oclug-list 
receive the announce-list.  I figure it will be hard enough to generating 
interest in the election under normal circumstances. etc...
