In a way. 

Rogers has tended to ignore issues such as customer service until it
starts to hurt... and their pain threshold has been quite high. This is
a company culture that was originally developed within a cable TV
monopoly. Their technical ineptitude in basic enterprise computer
architectural concepts has also been stunning. Only when the customers
have started to organize and go to the media, then they started to
listen (because it meant real money in losses).  

OTOH, it is also true that they have also been frustrated and
dissapointed with their partnership with the US @home system.
