I would have to say Debian, because the desktop user gets great package management, and if they are all connected to the internet or a Debian mirror, they can update their packages and install new ones with a simple command. Debian is also very clean and has debconf makes configuring packages easy as pie. In short, I use Debian on my desktop, and have to option of install Helix Gnome, KDE or another file manager [eg: nautilus] with a single command.
