Yup, its debian.  I mentioned the distribution in the original message,
but forgot to put it in the new one.

I managed to get around the problem by recompiling my kernel with ipv6
support.  With the ipv6 module loaded, ifconfig works as expected.

Thanks for the info, I thought I was going (more?) insane.
