I am on another list that has a 'text only' policy (their motivation seems to
be mostly inspired by security concerns).  The system administrators have
simply written a mail script that truncates all multi-part messages (here I
mean those 'part text, part HTML' email formats) after the plain text, 
displaying a message explaining why the message has been truncated etc.  No
HTML or attachments are forwarded to the list members.

As for voting on the issue, I think my previous email already counts as a vote
:)
