Well, to be technically accurate, there's no such thing as a "web based
email server".  What you're looking for is a web-based email _client_.

One of the ISP's I deal with uses TWIG (http://twig.screwdriver.net/), and
it seems to work fine.  It's a bit annoying at times due to the
limitations of HTML as a user interface, but it avoids using Javascript,
so it won't run into many Netscape-vs-IE problems.

There's also IMP (http://horde.org/imp/), which I've never used but have
heard good things about.  From the screenshots, it looks like the UI is a
bit more polished than TWIG.
