It's not obvious that this is more than a common impression.
I spent a week in Delhi last year, and got the _impression_ that it
was spectacularly polluted [apparently it has the dubious distinction
of being the 4th most smoggy city in the world] due to the hordes of
"autocars" on the roads.
It is not at all obvious that this is in fact _true_; the vehicles
certainly produced pollution, but is certainly _not_ self-evident that
they produce more pollution than the other industrial activities in
the city. The only thing I know _for sure_ is that I didn't see many
factories, because that's not where I went, but _did_ see a lot of
smoky cars. A few smoky cars in a city of tens of millions of people
just _isn't_ a valid criteria for evaluation.
It doesn't say, mind you, that cars aren't doing any polluting, but you
need to be able to quote quantities with _some_ degree of accuracy in
order to claim that one thing or another is "the most."
