I've never heard of a non-polluting car that was more than a marketing ploy.
Electric cars simply displace the pollution to power plants.
Similarly for hydrogen based cars (although less so).
Solar panels requires a large amount of energy during production.
Even horse powered buggies, will release methane and other
gases.

You might be able to pollute less, but I don't think you
can have a car that is non polluting. Even if it was non-polluting,
it would certainly expend energy which would contribute to the heat-
entropy end of the world.
