[oclug] complicated CVS setup

is there a source from which I could obtain useful CVS back-end scripts
which could perform policy checks and email notification of certain
events?  I am looking for two items: first, suggest to the user to do cvs
update before cvs commit if the file they want to commit has changed;
second, allow for getting email notifications on watched files.
